DRAFT RUNE (REVAMP)

hi since draft rune is based on wind direction and on game we have dead wind . on the circle, middle location of the map and on enemy terittory .

i would suggest to make +% ship movement speed . instead of buffs on tail wind.
Since most of the player go with the demolition talent than tactician.
