Allow for guild subsidization of pirate passes

I would like the ability to pay a sliding percentage of the cost of selected guild member’s pirate passes.

    This may be too complicated to implement right now, but could be revisited if we reintroduce the sliding scale tax system, where guilds can set a variable % of rewards they take, and, in return, cover a variable % of user pass costs
