24 hour and pirate pass timers

Add either a time and date or a countdown timer to help players understand the following:

When pirate passes start (24 hours after activation) and expire

When ships count toward unlimited rewards and can be sent on port missions

When guild joiners are eligible for the guild quest

When stakers begin to get rewarded

Also fix the port timers to display 23 hours on initiation and countdown to zero properly.
